When the Maritime Safety Committee adopted amendments to chapter II-1 of SOLAS 1974 including regulations for subdivision and damage stability of cargo ships of 100 metres in length and over (resolution MSC.19(58)), it recognized the need for explanatory notes to ensure their uniform application. These notes, adopted by the IMO Assembly at its seventeenth session (November 1991) by resolution A.684(17), are the result.
